Woodlawn Road and Beulah Street were closed to the public access following the events of September 11, 2001. The closure reduced the ease of traffic flow from Richmond Highway (Route 1) to Telegraph Road. Working together to find a solution, The U.S. Army, FHWA, VDOT, and Fairfax County agreed to construct a replacement connector through Fort Belvoir, which will be named Mulligan Road.
Scheduled to open in the Summer of 2014, the four lane road, with its other road network improvements, will enhance the ability to reduce “out of the way travel” between the two major North-South arteries. To reduce the impact of the additional traffic in the area of Telegraph Road, it is being widened to four lanes from Beulah Street to just south of Hayfield Road. Timing of the road construction is great due to the scheduled opening in 2014 of the Hilltop Village Center, with Wegmans as the anchor store and 30 other tenants, at the intersection of Beulah Road and Telegraph Road.
